Housing and Community Development Notice of Funding Availability


The city publicized Tuesday, April 21 a federal and local fund package intended to help service providers meet housing needs in the City of Richmond. Read the release here.

NOTICE OF FUNDING AVAILABILITY 
FOR
CDBG-CV, ESG-CV, HOPWA-CV and City Affordable Housing Trust Fund 
With the adoption of the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) the City of Richmond is issuing a Notice of Funding Availability (NOFA) for the allocation of $2,683,549 in Community Development Block Grant (CDBG), $1,351,959 in Emergency Solutions Grant (ESG) and $194,445 in Housing Opportunities for Persons with AIDS (HOPWA).    In addition, The City’s Administration is recommending the City Council approve an additional $1,000,000 in FY20 Affordable Housing Trust Funds to address the immediate need for new permanent supportive and affordable housing units.
The City of Richmond is soliciting applications from organizations to implement programs/projects that are consistent with the objectives of the CARES Act, which are to be used to “prevent, prepare for, and respond to the coronavirus pandemic” and have a direct impact on our low and moderate income City residents and businesses, except for HOPWA funds for which the City administers funds for the entire Metropolitan Statistical Area.  Applicants must be able to demonstrate an ability to successfully meet these objectives in compliance with all applicable federal and City requirements pursuant to the use of CDBG, ESG, HOPWA and/or AHTF funds.  

Applications packages will be available on April 22, 2020 on the City of Richmond website: http://www.richmondgov.com/index.aspx. Applications packages will also be available from Housing and Community Development staff by emailing Patrick Odehnal at Patrick.Odehnal@richmondgov.com to request an application.  
All applications must be received no later than 4:00 PM on Monday, May 4, 2020. Please direct all questions to the Department of Housing & Community Development at 804-646-1766. All Project/Program funding requests must be submitted on the COVID -19 application form. All applicants must submit by email the application & supporting documentation. Note:  Federal Funds will be available upon execution of sub-recipient agreements contingent upon HUD executing a funding agreement with the City. It is the intent of City of Richmond to issue sub-recipient agreements as expeditiously as possible while being in conformance with all regulatory requirements. The City expects Sub-recipients to expend awarded funds expeditiously.
