Preparation of Five Year Consolidated Plan PY 2021-2025 PY 

 

The City of Richmond is creating a new five year Consolidated Plan. This plan identifies the City’s overall needs for affordable housing, community development, economic development, community facilities and services for persons with special needs. This plan lays out the strategic actions to be taken by the City to address the needs identified by our citizens, organizations, students, seniors, developers, business owners, faith based organizations, philanthropic partners, service providers, nonprofits, adjacent jurisdictions, and our legislative, and local leadership.

HUD requires the City to have a planning document that outline the uses of federal funds that meet local needs. The Consolidated Plan serves as the City’s official plan to the U.S. Department of Housing and Urban Development (HUD) for the CDBG, HOME, ESG, and HOPWA entitlement programs.

The City of Richmond is seeking comments from residents and interested parties on affordable housing and non-housing community development needs within the city. These comments will be used in the preparation of Richmond’s first year Annual Action Plan PY21 (City FY22), and the Five Year Consolidated Plan PY21-25 (City FY22-26) for federal entitlement funds for the program year which begins July 1, 2021. The City will submit its Five Year Consolidated Plan and PY21 Annual Action Plan to the U. S. Department of Housing and Urban Development for Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), Emergency Solutions Grant (ESG) and Housing Opportunities for Persons with AIDS (HOPWA) funds. All funds shall directly benefit residents of the City of Richmond, except for HOPWA funds, which is administered by the City for the Metropolitan Statistical Area (MSA).

The Richmond Department of Housing and Community Development will hold a series of video conference public meetings to receive comments.

The attached schedule details the video conference meeting dates, and groups we are planning to meet. We have catered the presentations to the various group outlined in the schedule; however, you are welcome to attend any or all of the public meetings.

Preparación del Plan Quinquenal Consolidado para los Años 2021-2025 y para el Plan de Acción Annual para el  Año 2021

 

La Ciudad de Richmond está preparando el Plan Consolidado para los próximos cinco años. Este plan identifica las necesidades generales de la Ciudad con relación a vivienda accessible, desarrollo comunitario, desarrollo económico, instalaciones comunitarias y servicios a personas con necesidades especiales. Este plan establece las medidas estratégicas a tomar por la Ciudad para atender las necesidades identificadas por nuestros ciudadanos, organizaciones, estudiantes, ancianos, desarrolladores, dueños de negocio, socios filantrópicos, organizaciones religiosas, proveedores de servicios, organizaciones no lucrativas, jurisdicciones adyacentes y líderes locales y legislativos.

HUD (Departamento de Viviendas y Desarrollo Urbano, por sus siglas en inglés) require que la Ciudad tenga un plan que trace el uso de los fondos federales para satisfacer las necesidades locales. El Plan Consolidado sirve como el Plan Oficial de la Ciudad para con HUD, con relación a la puesta en marcha de los programas CDBG, HOME, ESG y HOPWA

La Ciudad de Richmond busca comentarios de sus residentes, y partes interesadas, con relación a las necesidades de la ciudad en cuanto a vivienda asequible y a desarrollos comunitarios no relacionados con la vivienda. Dichos comentarios serán usados en la preparación del Plan de Acción Anual, (Año Fiscal) FY2021 (Ciudad FY2022), y para los Cinco Años del Plan Consolidado PY21-25 (Ciudad FY22-26) de los fondos federales para el año de programa que comienza en julio 1 de 2021. La Ciudad presentará a HUD el Plan Quinquenal Consolidado y el Plan de Acción Anual PY21. Todos los fondos beneficiarán directamente a los residentes de la Ciudad de Richmond, a exepción de los fondos de HOPWA, los cuales serán administrados por la Ciudad para toda el Área Estadística Metropolitana (MSA por sus siglas en inglés).

El Departamento de Vivienda y Desarrollo Comunitario llevará a cabo una serie de reuniones públicas en forma de video conferencias, para recibir los comentarios.
