Free Assistance for Lead Based Paint Hazards


Do you have children who either live in or frequently visit your home? If so, it’s important for you to know Lead paint is dangerous, unhealthy, and can severely harm the brain and nervous system development of children under 6 years old. Lead paint is still found in many of the City’s older Northside Homes.

The Richmond Lead-Based Paint Hazard Control Program is a partnership between the City of Richmond’s Department of Housing and Community Development and the non-profit project:HOMES that provides federal funds for free testing and repairs for homes with at-risk children or pregnant women. Homes that children visit for at least 6 hours a week can also qualify.

In addition to the child requirement mentioned above, program eligibility is based on income. If think you meet the income qualification, we encourage you to apply.

Please bring as many of the following documents as possible to the application workshop:
  1. Copy of Driver’s license or State ID (For every individual on the deed or lease).
  2. Copy of a recent City of Richmond Water Bill.
  3. Copy of Income Tax Return or W-2 for the previous year (If employed or self-employed during previous year)
  4. Proof of Household Income for all adults living in the household. (Note: Income documentation can include: Benefit Award Letter, Social Security Statement, Payroll Check Stubs, Retirement Pension/Annuities, Veterans Benefits, and/or Supplemental Security Income (SSI)) Also note: project:HOMES requires enough paystubs to cover 3 months (90 days).
  5. Bank statements for the last 3 months.
  6. Asset Information (Includes: 401 (k) or IRA balances, any Cash Value in Life insurance, etc.)
  7. Copy of a recent mortgage statement (Dated within 90 days).
  8. Property Tax Bill showing your current balance.
